Asia / Japan ENAX announces its 875 m² NECOLABO battery-evaluation facility in Yamagata, opening October 2. Safety, failure analysis and UN 38.3/PSE testing support qualification before deployment.
Global / Argentina, France Eramet studies a US$350 million expansion adding 11,000 t-LCE/year at Centenario-Ratones, potentially taking nameplate capacity to 35,000 tonnes. The expansion remains pre-FID, rather than committed supply.
EV Markets
India electric passenger-vehicle registrations hit a record 35,948 in September
1 October 2026 | India
India's electric passenger-vehicle registrations reached 35,948 units in September 2026, up 94% year on year and around 11% from August, according to Vahan data compiled by Nuvama and reported during the week. BEVs represented 8.3% of passenger-vehicle registrations, versus 7.6% in August. April–September EV registrations reached 191,751 units, up 89% from 101,546 a year earlier, while Q2 FY27 contributed 103,138 units. The September figures are an early Vahan extraction and should be treated as provisional because later database pulls can differ slightly.
India’s passenger-EV growth is broadening the commercial opportunity, but a provisional registration peak does not establish stable demand in every city or price band. Watch repeat monthly volumes, discounting and financing conditions before extrapolating September into a national sales forecast.
GreyRadius Insight
Segment entry by buyer, price point and charging access. Validate dealer conversion and service capability in priority city clusters, then expand inventory against repeat sell-through. Use registrations to identify where to test demand, and paid orders to decide where to commit capital.
Electric Two-Wheelers
India's electric two-wheeler registrations cross one million in H1 FY27
1 October 2026 | India
Electric two-wheeler registrations reached 203,411 units in September, up 85% year on year and 12% month on month, giving EVs 11.4% of total two-wheeler registrations. April–September registrations reached 1,108,606 units, 73% above the previous year's corresponding period. July–September registrations were 588,740, up 80%. TVS led September with approximately 53,990 registrations, followed by Bajaj with 48,383 and Ather with 30,477. As with passenger vehicles, these are Vahan-derived month-end figures and may change modestly as registrations settle.
Two-wheeler electrification is gaining scale while competition concentrates around established and specialist brands. The relevant supplier opportunity depends on which OEM platforms sustain orders and dealer coverage. Monthly registrations can conceal differences in channel inventory, warranty exposure and profitability.
GreyRadius Insight
For suppliers, qualify against OEM production plans and recurring purchase orders. For entrants, model contribution after financing, dealer incentives and service costs. Choose a geography and customer use case where ownership economics and after-sales support can be demonstrated before widening distribution.
Fleet Compliance / Policy
India's CAFE III rules give battery-electric vehicles a three-times compliance super-credit
30 September 2026 | India
India finalized the third phase of its Corporate Average Fuel Economy (CAFE III) regime for M1 passenger vehicles, applying from April 1, 2027 to March 31, 2032. The framework tightens manufacturers' sales-weighted fleet-efficiency requirements while giving electrified powertrains preferential compliance treatment. BEVs receive a 3x super-credit, increasing the compliance value of every battery-electric vehicle sold. The framework also incorporates alternative-fuel and efficiency-technology credits and enables trading of compliance credits, making EV volumes increasingly important to OEM portfolio economics rather than only direct vehicle profitability.
The 3× BEV multiplier adds regulatory value to EV sales, potentially changing portfolio choices even where vehicle margins remain thin. Other compliance routes remain available, so EV volumes must be assessed within each OEM’s full fleet mix rather than as a universal sales requirement.
GreyRadius Insight
Model compliance alongside contribution margin and product demand. Test the value of incremental BEV sales against hybrid, efficiency and credit-trading alternatives. Suppliers should link capacity to funded OEM programmes and platform nominations rather than assuming the rules automatically create orders.
Battery Storage / Procurement
India approves Green Energy Corridor Phase III with 50 GWh of battery storage
30 September 2026 | India
India's Union Cabinet approved Green Energy Corridor Phase III on September 30 with a total project outlay of ₹1,86,405 crore (~US$19.42 billion), including ₹50,000 crore (~US$5.21 billion) for 50 GWh of BESS and ₹1,36,378 crore (~US$14.21 billion) for intra-state transmission. Central financial support totals ₹54,082 crore (~US$5.63 billion). The program is designed to enable evacuation of up to 135 GW of renewable generation and is targeted for completion by FY2032-33. Greenfield transmission projects will use tariff-based competitive bidding, while the BESS component creates a large prospective procurement pool for storage cells, systems, integrators and associated power electronics.
A 50 GWh storage allocation creates a prospective procurement pool over several years, rather than immediate cell demand. Tender packaging, state readiness and transmission schedules will determine order timing. Battery suppliers may face different performance and warranty obligations from those in mobility.
GreyRadius Insight
Map tenders by project stage, buyer and delivery date. Build an entry case around delivered storage cost, usable energy, degradation and warranty responsibility. Gate local capacity investment on credible offtake and approved project schedules; include working capital and performance-security requirements.
LFP / Manufacturing Partnerships
Volkswagen, PowerCo and Gotion establish European LFP battery and materials partnership
28 September 2026 | Europe / Spain, Slovakia, Morocco
Volkswagen Group, PowerCo and China's Gotion announced joint ventures covering LFP battery-cell and cathode-material production across Valencia, Šurany and Kenitra. Gotion plans to invest approximately €1.1 billion (~US$1.25 billion) for a 49% interest in PowerCo's Valencia operation, which is intended to become an LFP production hub. PowerCo plans roughly €470 million (~US$534 million) through 2030 for 49% interests in Gotion's Šurany cell facility and Kenitra cathode-material facility. The transactions remain subject to regulatory and shareholder approvals, so these figures represent announced investment rather than completed investment or operating capacity.
The proposed joint ventures link European cell localization with access to LFP technology and cathode materials. Approval and ramp execution remain separate gates. Strategic value will depend on delivered cost and qualified output across the three locations, not simply the announced equity investment.
GreyRadius Insight
For suppliers, identify procurement ownership and qualification requirements by site. Compare localized cell economics including materials, yield, logistics and utilization. Release capital and hiring in stages against approvals, equipment installation and customer acceptance rather than headline investment totals.
Battery Assembly / Series Production
BMW begins series production at its €1 billion Bavarian battery facility
1 October 2026 | Europe / Germany
BMW officially opened its Irlbach-Straßkirchen high-voltage battery facility and moved it into series production. The approximately €1 billion (~US$1.14 billion) facility will supply batteries for Neue Klasse vehicles produced at BMW's German assembly plants, including the new BMW i3 from Munich. This development is commercially more significant than a capacity announcement because BMW has moved from investment and construction into actual series battery production. BMW did not disclose a GWh production-capacity figure in the announcement reviewed, so no capacity estimate should be inferred.
BMW’s milestone establishes series battery assembly rather than new cell-manufacturing capacity. Integrating qualified cells into reliable packs is a distinct operating capability. Watch accepted batteries per day and vehicle-plant supply continuity as the Neue Klasse ramp accelerates.
GreyRadius Insight
Separate cell, module and pack opportunities in the supplier map. Seek evidence on quality, traceability and delivery performance before treating production start as a mature ramp. Align components and staffing with confirmed vehicle schedules and maintain contingency stock for critical assembly inputs.
Battery Supply / Production Constraints
Stellantis schedules French factory stoppages because of EV battery constraints
29 September 2026 | Europe / France
Stellantis said battery constraints would force temporary production stoppages at French plants, with Reuters identifying restricted availability of long-range batteries from Automotive Cells Company (ACC), the Stellantis-Mercedes-Benz-TotalEnergies venture. Sochaux, producing Peugeot 3008/5008 vehicles, was scheduled to stop October 23–30, while Rennes was scheduled for October 22–30. ACC's module production had improved, but delivery constraints persisted as EV demand increased. The development demonstrates that announced European cell capacity does not necessarily translate immediately into qualified, reliable battery output for vehicle assembly.
The stoppages show that demand for a particular battery configuration can exceed reliable supply even when total cell capacity appears adequate. Chemistry, format and vehicle qualification make substitution difficult. Assembly schedules therefore depend on accepted battery output at the programme level.
GreyRadius Insight
Build the supply plan by qualified battery variant and weekly delivery, not aggregate GWh. Agree recovery milestones with suppliers and assess buffers against the cost of line downtime. Where feasible, prepare alternative qualification early; avoid substituting cells without validating vehicle safety and performance.
Vehicle-to-Grid / Regulation
Germany clears an important regulatory barrier to vehicle-to-grid operation
1 October 2026 | Europe / Germany
Germany's energy regulator finalized its MiSpeL framework, allowing qualifying EV batteries to store electricity and subsequently supply homes or export power to the grid without automatically compromising renewable-energy support. The system uses 15-minute metering/accounting to distinguish electricity flows. A transition period runs through September 30, 2027, during which implementation requires cooperation from relevant grid and metering operators. The regulatory change moves vehicle-to-grid closer to a commercial flexibility service, although vehicle compatibility, bidirectional charging equipment and grid-operator implementation remain important deployment gates.
MiSpeL moves a regulatory barrier, but commercial V2G still requires metering, compatible hardware and an operator capable of monetizing flexibility. A higher technical potential does not establish customer returns. Watch grid implementation and battery-warranty treatment alongside market access.
GreyRadius Insight
Pilot with a fleet whose parking and availability are predictable. Model export revenue after equipment, aggregation, electricity and degradation costs. Contract ownership of dispatch, metering and customer compensation before scaling; proceed only when returns remain viable under conservative availability assumptions.
UK EV Demand / Mandate
UK battery-electric registrations reach a record 99,199 in September
2 October 2026 | Europe / United Kingdom
Preliminary SMMT data showed 350,518 new cars registered in September, up 12.1% year on year and the strongest September since 2017. BEV registrations reached a record 99,199, approximately 36% higher year on year, giving BEVs 28.3% market share. Year-to-date BEV share reached 26.2%, remaining below the 33% 2026 ZEV mandate requirement cited by SMMT. These numbers were explicitly identified as preliminary when released on October 2, meaning subsequent finalized registration data may differ modestly.
Record monthly registrations can coexist with a year-to-date mandate gap. Plate-change seasonality, discounting and compliance incentives may influence September’s mix. The next signal is sustained order conversion at viable margins, while regulatory flexibility must be assessed separately from headline BEV share.
GreyRadius Insight
Evaluate demand by fleet and retail channel, with realized pricing and finance offers. Run compliance scenarios against the actual mandate rules and available flexibilities. Set inventory and incentives to the model-level margin and order pipeline rather than pursuing share without regard to profitability.
Copenhagen Infrastructure Partners announced a final investment decision for Kilmarnock South, a 350 MW / 1,400 MWh battery-storage project in Scotland. Investment exceeds €270 million (~US$307 million), and construction has begun, with commissioning expected in Q1 2028. The project therefore differs from early-stage storage announcements: capital has moved through the FID gate and construction is underway. Although stationary rather than vehicle battery storage, a project of this size is relevant to the battery supply chain because utility storage increasingly competes with mobility for LFP cells and manufacturing capacity.
FID and construction give Kilmarnock South a firmer procurement path than an early project announcement. Its four-hour duration links equipment choice to dispatch economics and renewable integration. Delivery still depends on commissioning, grid readiness and contracted operating performance.
GreyRadius Insight
Prioritize storage sales opportunities by financing, grid and construction status. For investors, stress-test revenues, availability and degradation together. Confirm who bears commissioning delays and replacement costs; use contracted cash flows and downside scenarios to judge the investment rather than the installed MWh alone.
LMR Chemistry / Factory Conversion
GM and LG Energy Solution commit Tennessee battery plant to LMR prismatic cells
29 September 2026 | North America / United States
GM and LG Energy Solution's Ultium Cells venture will upgrade its Spring Hill, Tennessee facility to manufacture lithium-manganese-rich (LMR) prismatic cells. GM says LMR can provide approximately 33% greater energy density than LFP at comparable cost. Upgrades are scheduled to begin later in 2026 and finish in 2028, with the project expected to create around 500 jobs in addition to approximately 1,200 already at the site. The announcement is a facility-conversion commitment; it should not be described as current LMR commercial production.
GM’s LMR commitment creates a future chemistry pathway, with claimed cost and density benefits still requiring industrial validation. Converting an operating plant introduces transition risk before 2028. Watch qualification, yields and sourcing requirements before treating the announcement as available commercial supply.
GreyRadius Insight
Compare pack-level cost, mass, thermal performance and warranty exposure against LFP alternatives. Suppliers should secure programme-specific requirements and qualification schedules before committing tooling. Plan continuity for current products during the conversion and stage investment against validated production milestones.
Charging Demand / Electricity Use
U.S. EV electricity-consumption growth slows to 8% in the first half of 2026
30 September 2026 | North America / United States
The U.S. Energy Information Administration estimated that light-duty EVs consumed nearly 14 billion kWh of electricity in H1 2026, more than double H1 2023 consumption. However, electricity use increased only 8% from H2 2025, compared with growth of 13%–24% in previous six-month periods. EIA connected the slowdown with weaker vehicle sales following expiry of federal EV tax credits in September 2025. The dataset covers modeled electricity consumption by on-road light-duty electric vehicles, providing a useful charging-demand indicator distinct from charger installations or vehicle registrations.
Electricity consumption measures the activity of the installed EV fleet, giving charging investors a different signal from new sales. Slower growth may constrain network utilization even as vehicles accumulate. National modeled demand also hides local differences in home, workplace and public charging.
GreyRadius Insight
Build site forecasts from local EV stock, travel patterns and charging access. Test lower utilization growth in financing scenarios and separate energy throughput from session counts. Add chargers where repeat demand and reliability support returns, with expansion triggers linked to measured occupancy.
Vehicle Deliveries / Storage
Tesla delivers 486,532 vehicles in Q3 and deploys 13.7 GWh of energy storage
2 October 2026 | North America / United States
Tesla reported 486,532 vehicle deliveries and production of 464,391 vehicles in Q3 2026. Model 3/Y represented 478,237 deliveries and 457,387 vehicles produced. Tesla also deployed 13.7 GWh of energy storage during the quarter. Deliveries exceeded the company's compiled sell-side consensus of 461,974 but were below the 497,099 vehicles delivered in Q3 2025. Tesla cautioned that production, deliveries and storage deployments should not independently be treated as indicators of quarterly financial performance.
Tesla’s vehicle and storage businesses show different demand measures and operating cycles. Deliveries above consensus do not establish improved margins, while storage deployments are not equivalent to quarterly revenue recognition. Watch earnings, pricing and cash conversion before drawing a financial conclusion.
GreyRadius Insight
Assess mobility and stationary storage separately when benchmarking suppliers or market entry. Track vehicle mix, realized pricing and inventory alongside delivery growth. For storage, evaluate backlog quality, installation capacity and service obligations; avoid combining GWh and vehicle counts into a single growth claim.
EV Ramp / Mass-Market Expansion
Rivian reaches record Q3 deliveries as R2 ramp begins contributing
2 October 2026 | North America / United States
Rivian produced 19,751 vehicles at Normal, Illinois and delivered a record 19,248 vehicles in Q3, approximately 46% above the 13,201 delivered a year earlier and substantially above Q2's 12,194. The lower-priced R2 contributed during its first full quarter of customer deliveries. Rivian retained full-year guidance of 65,000–70,000 deliveries, leaving a meaningful Q4 volume requirement to reach the range. Reuters reported the quarterly result was above the roughly 18,001-unit Visible Alpha consensus.
R2’s contribution indicates an expansion beyond Rivian’s original premium positioning, but the remaining annual delivery target still depends on a sustained Q4 ramp. Production gains can add working-capital and service pressure. Watch quality, delivery lead times and cash consumption together.
GreyRadius Insight
For suppliers, align shipments to verified build schedules and payment terms. For market comparisons, assess affordable-model demand separately from premium demand. Use ramp milestones, warranty trends and repeat sell-through to judge scale readiness rather than treating a record quarter as a stable operating baseline.
U.S. EV Demand / OEM Sales
GM says a smaller U.S. EV market contributed to Q3 sales decline
1 October 2026 | North America / United States
General Motors reported 670,974 U.S. vehicle sales in Q3 2026, down 6% year on year, and explicitly identified a “much smaller EV market” alongside discontinued models as factors behind the decline. The comparison is significant because GM had reported record U.S. EV deliveries of 66,501 in Q3 2025, when consumers were rushing to use the then-available US$7,500 federal EV tax credit. GM did not provide an equivalent aggregate Q3 2026 EV-unit total in the accessible release, so no EV-volume estimate should be inferred.
GM’s total-sales decline provides context for the post-incentive market but does not quantify its EV decline. A comparison with Q3 2025 also includes incentive-driven demand pulled forward. Watch comparable model-level EV volumes and pricing before estimating the size of the current opportunity.
GreyRadius Insight
Build U.S. demand scenarios by model, region and fleet channel. Recalculate ownership economics without the former federal credit and verify actual dealer order conversion. Suppliers should test downside schedules and inventory exposure using confirmed OEM orders rather than total vehicle-sales commentary.
Recycling / Export Authorization
American Battery Technology receives U.S. approval for up to $100 million of recycled black-mass exports
1 October 2026 | North America / United States
American Battery Technology Company disclosed on October 1 that the U.S. Commerce Department's Bureau of Industry and Security approved a license allowing the company to sell up to US$100 million of recycled black-mass material for export under specified terms following new federal export controls on critical battery materials. ABTC also referenced more than 400% year-on-year revenue growth and a second recycling facility supported by US$150 million in U.S. Department of Energy competitive grants. This is an approved export authorization; it does not mean US$100 million of exports have already occurred.
Export authorization can improve commercial access for recovered materials, but authorized value is not contracted demand. Feedstock availability, assay quality and permitted destinations determine how much revenue can materialize. Export access also changes the options for domestic refining and offtake.
GreyRadius Insight
Match the license terms to buyer contracts, shipment timing and payment security. Track saleable material, realized pricing and cash collection before counting the authorization in a revenue forecast. Compare export and domestic-refining netbacks after logistics, processing losses and compliance costs.
Commercial EVs / Cell Supply
LG Energy Solution and indiGOtech explore 46-series battery supply for U.S. commercial EVs
1 October 2026 | North America / United States
LG Energy Solution and indiGOtech signed a non-binding memorandum of understanding covering potential supply of 46-series NCM cylindrical battery cells for indiGOtech's Flow Ride and Flow Cargo electric commercial vehicles. The contemplated supply period is 2027–2030. The development is relevant to the emerging U.S. electric commercial-vehicle segment and LGES's cylindrical-cell strategy, but it must be treated as an exploratory supply arrangement rather than a firm purchase order or binding offtake contract because the parties announced an MoU rather than finalized volumes.
The non-binding MoU signals a potential customer-chemistry match, but leaves volume, pricing and delivery obligations unresolved. Commercial vans require duty-cycle validation and dependable service as well as cell performance. Watch conversion to binding supply and customer fleet commitments.
GreyRadius Insight
Validate battery life, payload and charging performance on target routes. Secure fleet demand and negotiate cell volumes, warranties and qualification milestones before reserving manufacturing capacity. Compare total operating cost with existing fleet options, including downtime, charging infrastructure and replacement assumptions.
China Exports / Global Demand
BYD sells 463,561 vehicles in September as overseas shipments surge
1 October 2026 | Asia / China
BYD reported 463,561 vehicle sales in September, approximately 17% higher year on year. Reuters calculated that overseas passenger-vehicle and pickup shipments increased 153.9% to 179,877 units. BYD sold approximately 3.13 million vehicles during the first nine months of 2026, including roughly 1.34 million overseas passenger vehicles and pickups. Importantly, BYD's headline vehicle figures include both battery-electric vehicles and plug-in hybrids, so the 463,561 total should not be labelled as BEV sales.
Export growth is increasingly important to BYD’s volume trajectory, while domestic and overseas margins may differ. Shipments can also precede retail sales in destination markets. A combined BEV/PHEV total requires powertrain segmentation before competitors or suppliers infer a specific battery-electric opportunity.
GreyRadius Insight
Evaluate priority countries on registrations, dealer coverage, service readiness and landed pricing. Separate wholesale shipments from local sell-through and model tariffs or localization costs. Suppliers should align capacity to the relevant powertrain and destination programme rather than aggregate export growth.
Multi-Brand EV Portfolio
NIO delivers 37,408 vehicles in September and 109,178 in Q3
1 October 2026 | Asia / China
NIO delivered 37,408 vehicles in September, up 7.7% year on year, taking Q3 deliveries to 109,178, an increase of 25.4%. September volumes comprised 21,318 NIO-brand vehicles, 8,763 ONVO vehicles and 7,327 FIREFLY vehicles. The brand breakdown matters because NIO is increasingly competing through a multi-brand portfolio spanning different customer and price segments rather than relying solely on its original premium marque.
NIO’s brand mix shows growth through additional customer segments rather than one premium product line. That can widen demand while increasing channel, service and inventory complexity. Watch whether ONVO and FIREFLY add profitable customers or shift volume within the group.
GreyRadius Insight
Benchmark each brand on buyer segment, pricing and distribution needs. For suppliers, map shared components and programme-specific requirements to avoid overestimating diversification. Assess repeat orders, gross-margin direction and service capacity alongside the combined delivery total before expanding exposure.
Vehicle Growth / Charging Network
XPeng delivers 41,256 vehicles and expands its network beyond 22,200 charging piles
1 October 2026 | Asia / China
XPeng delivered 41,256 vehicles in September, around 5% higher than August, taking Q3 deliveries to 118,390, up 15% sequentially. XPeng simultaneously reported a self-operated charging network exceeding 4,000 stations, including more than 3,510 ultra-fast charging stations and 22,200 charging piles across over 430 Chinese cities. The combination is commercially important because XPeng is competing through both vehicle platforms and owned charging infrastructure rather than treating charging solely as a third-party service.
XPeng combines vehicle growth with a large owned charging footprint. Network size can support the customer proposition, but does not establish charger utilization or returns. The key operating question is whether reliable charging improves conversion and retention enough to justify recurring network costs.
GreyRadius Insight
Map charging coverage to actual customer routes and station throughput. Measure uptime, repeat use and contribution after electricity and maintenance costs. Prioritize infill or upgrades at constrained sites before extending geographic coverage; use customer experience and station economics together to guide expansion.
NEV Scale / Global Deliveries
Leapmotor exceeds 100,000 monthly deliveries for a third consecutive month
2 October 2026 | Asia / China
Leapmotor reported 105,656 global vehicle deliveries in September, up 59% year on year and 2.45% from August. Q3 deliveries reached a record 310,052, 78.34% higher year on year and 25.87% above Q2. September represented the company's third consecutive month above 100,000 deliveries. Leapmotor's numbers cover its broader global new-energy-vehicle portfolio, so they should not automatically be treated as pure-BEV volumes without model-level powertrain segmentation.
Three months above 100,000 deliveries suggest repeat scale, while a multi-powertrain global portfolio limits direct BEV comparisons. Rapid growth also increases requirements for parts, warranty support and channel working capital. Watch retail conversion and after-sales readiness in newer markets.
GreyRadius Insight
Separate BEV and other powertrain volumes by country and model before forecasting demand. Link supplier commitments to confirmed schedules and assess dealer inventory. For entrants, validate service coverage and parts availability before matching headline volume growth with an aggressive geographic rollout.
GCC Charging / Tariffs
Oman implements capacity-based tariffs for public EV charging
7 September 2026 | GCC / Oman
Oman implemented regulated EV charging tariffs from October 1. Public and semi-public chargers are priced according to power: 50 baisa/kWh (OMR0.050) for chargers up to 90 kW, 90 baisa/kWh (OMR0.090) for 91–180 kW equipment and 120 baisa/kWh (OMR0.120) for chargers rated 181 kW or above. At Oman's dollar peg of approximately OMR1 = US$2.6008, those rates equate to roughly US$0.13, US$0.23 and US$0.31/kWh, respectively. The framework gives charging operators clearer revenue parameters and explicitly differentiates pricing by charging power.
Power-based tariffs create a clearer revenue ceiling, while higher-power chargers still face higher capital and connection costs. Drivers receive value only if their vehicles can use the additional speed. Station profitability will depend on delivered energy, peak costs and utilization rather than charger rating alone.

GCC Battery Storage / Supply Award
Gotion says it secured 6 GWh of Saudi Arabia's first utility-scale BESS procurement
28 September 2026 | GCC / Saudi Arabia; Asia / China
Gotion announced on September 28 that it had secured the technology supply scope for 6 GWh across three 500 MW / 2 GWh projects in Saudi Arabia’s first utility-scale battery-storage procurement. This represents 75% of the 2 GW / 8 GWh G1 programme. The approximately US$1.16 billion figure refers to the full G1 programme, rather than Gotion’s awarded supply scope. The scale matters to GCC battery procurement and global LFP demand. The supply announcement should not be treated as commissioned storage; contract scope, developer delivery milestones and commercial operation still require tracking.
Gotion’s 6 GWh scope indicates substantial Saudi storage demand, but the supply role must be separated from project ownership and total programme value. Desert operation adds thermal, dust and lifecycle requirements. Watch contractual performance obligations and commercial-operation schedules before treating the scope as delivered capacity.

ESS Procurement / Localization
South Korea launches 1,180 MW ESS procurement with localization weighted in bid scoring
30 September 2026 | Asia / South Korea
South Korea's third centralized energy-storage procurement covers 1,180 MW of capacity. Reporting during the week said domestic manufacturing, localization and employment account for 25 points in project evaluation, making supply-chain origin a meaningful component of winning bids. The procurement is commercially important to Korean battery producers seeking to establish locally produced LFP cells against Chinese competition. It also demonstrates how public procurement can influence battery supplier access independently of nominal cell cost.
The 25-point local-content weighting makes domestic capability a competitive factor beyond cell pricing. Nominal localization may be insufficient if tender rules require manufacturing, employment or traceable supply-chain evidence. The opportunity depends on qualifying local operations that can also meet technical and delivery commitments.
GreyRadius Insight
Build a bid scorecard before selecting a factory or partner. Confirm eligible local-content evidence, manufacturing scope and employment requirements. Compare the cost of localization with its scoring benefit and secured demand; invest against a credible tender pipeline rather than assumed protection from imports.
EV Factory Conversion / Permitting
South Korea moves to shorten EV-factory conversion approvals to within one year
1 October 2026 | Asia / South Korea
South Korea announced measures intended to facilitate approximately KRW7.9 trillion (~US$5.84 billion) of corporate investment, across several industrial projects, including conversion of internal-combustion-engine manufacturing lines into EV factories. For qualifying conversions, permitting and impact-assessment processes that could previously take more than three years are targeted to be completed within one year. The measure is relevant to plant economics because permitting speed affects how quickly existing manufacturing assets can be repurposed for EV production and therefore how quickly suppliers can begin generating revenue from localized programs.
A shorter approval target can reduce the time capital sits idle during factory conversion. The broader KRW7.9 trillion plan spans several industries, so it is not an EV-only investment commitment. Actual benefits depend on project eligibility, authority coordination and the readiness of equipment and suppliers.

Charging Interoperability / Payment
South Korea begins Plug & Charge demonstration for public fast charging
30 September 2026 | Asia / South Korea
South Korea's climate and energy authorities announced a Plug & Charge demonstration beginning October 1, using standardized vehicle certificates to combine authentication, charging and payment. The initiative removes the need for separate cards or app-based authentication where compatible vehicles and chargers are used. Although smaller financially than the week's battery investments, the development is commercially relevant because interoperability and payment friction directly affect charging-network utilization and operating economics.
Plug & Charge addresses authentication friction that can reduce session completion and repeat usage. A demonstration tests interoperability; it does not establish universal network coverage. Certificate provisioning, roaming and settlement must work across compatible vehicles and operators for the commercial benefit to scale.

Test the full session from connection to receipt across the intended vehicle mix. Track failed starts, payment disputes and recovery time, with a usable fallback when automatic authentication fails. Expand only when completion improves without introducing unclear billing or operational dependence.
Downstreaming / Market Entry
Indonesia targets EV batteries and BESS in the second phase of its downstreaming strategy
30 September 2026 | Asia / Indonesia
Indonesia's Investment Ministry said the next phase of its downstream industrial strategy will target EV batteries, battery-energy-storage systems and other higher-value manufacturing. The broader downstream roadmap covers 28 commodities and an estimated US$618.1 billion of investment requirements through 2040. For the battery sector, the significance lies in Indonesia attempting to move beyond nickel extraction and intermediate processing toward cells, battery systems and downstream manufacturing. The US$618.1 billion figure relates to the wider multi-commodity roadmap and should not be represented as EV-battery investment alone.
Indonesia’s roadmap seeks more value beyond nickel processing, but the US$618.1 billion envelope covers 28 commodities. Batteries and BESS need their own demand, technology and offtake case. Resource availability alone does not establish competitiveness in cells or finished storage systems.

Chemistry Demand / Nickel Exposure
Indonesia Battery Corporation highlights weak domestic demand for nickel-based EV batteries
1 October 2026 | Asia / Indonesia
Indonesia Battery Corporation highlighted a structural mismatch between Indonesia's nickel-resource strategy and its domestic EV market. IBC said that of approximately 100,000 EVs sold in the previous year, only around 4,000 used nickel-based batteries, with LFP chemistry accounting for much of the remainder. The figures matter because Indonesia's upstream battery strategy is heavily exposed to nickel, while global and regional mass-market EVs increasingly use LFP. The signal therefore concerns chemistry-market fit, not merely overall EV adoption.
IBC’s reported figures expose a mismatch between upstream nickel positioning and the chemistry selected by domestic EV buyers. More EV adoption does not automatically create more nickel demand. Watch whether local OEM programmes or export customers establish a viable market for nickel-based cells.

Build demand forecasts by chemistry, model and customer, and test nickel-cell economics against LFP for the intended application. Secure qualified offtake before expanding capacity. Consider stationary-storage and alternative export segments on their own technical merits; avoid using total EV growth as a nickel-demand proxy.
Battery Safety / Qualification
Japan’s ENAX launches battery safety and qualification facility
2 October 2026 | Asia / Japan
ENAX announced the October 2 opening of the 875-square-metre NECOLABO facility in Yamagata on October 2 for lithium-ion battery evaluation. Capabilities include battery safety testing, charge/discharge evaluation, failure analysis, benchmarking and regulatory testing associated with requirements such as UN 38.3 and PSE. The development is smaller in capital scale than major cell plants, but commercially relevant to supplier qualification because battery safety validation and certification are required gates between cell development and deployment in automotive and other regulated applications.
Evaluation capacity can shorten the path from a battery design to an approved application, especially when failures require root-cause analysis rather than a simple pass/fail test. Facility size does not establish turnaround or certification acceptance. Watch test coverage and customer qualification timelines.

Lithium / Pre-FID Expansion
Eramet studies $350 million expansion of Argentine DLE lithium capacity
1 October 2026 | Global / Argentina, France
Eramet completed a pre-feasibility study for a brownfield expansion of its Centenario-Ratones direct-lithium-extraction operation in Argentina. The proposal would add 11,000 tonnes of lithium carbonate equivalent per year to existing 24,000 t-LCE nameplate capacity, potentially increasing the operation to 35,000 t-LCE annually, for approximately US$350 million. The existing facility had reached around 90% of nominal capacity in June and is targeted to approach full nameplate output by year-end. Importantly, the 11,000-tonne expansion remains a pre-FID project, not operating or committed supply.
The 11,000-tonne proposal is optional future supply until financing and FID are secured. A brownfield expansion can benefit from operating experience, but recovery, cost and lithium-price assumptions still determine viability. Existing nameplate capacity must remain distinct from actual output.
GreyRadius Insight
Separate current production, committed projects and pre-FID options in sourcing forecasts. Test expansion economics under lower prices and slower ramp scenarios. Negotiate offtake around achievable delivery milestones and specifications; retain supply diversification until the added capacity produces accepted material consistently.
