OpenAI Launches Decisions API, Targeting Faster and Lower-Cost Enterprise AI Workflows

22 October 2026 | Global | Generally available

OpenAI announced the general availability of its Decisions API, built around GPT-6 Luna and designed for high-frequency enterprise decisions such as classification, routing and workflow action selection. The API supports text, images and structured inputs, with inference residency options in the United States and European Union. Published pricing starts at US$0.10 per million input tokens, with cached input priced at US$0.01 per million tokens. OpenAI claims the API can be up to 10 times faster than accessing GPT-6 Luna through its Responses API. Named customer evaluations provide more specific evidence. Sierra reported p95 latency below 280 milliseconds and approximately 90% lower cost per call. Box reported approximately 5 times faster routing in a 30-case evaluation. Ramp reported 4 times faster AI cost attribution at 30% lower cost, while Datadog reported a 40-fold improvement in p95 latency against its comparison models. These results are company-reported and reflect different workloads and baselines. They should not be interpreted as general enterprise performance guarantees.

Strategic Watch

The commercial question is whether cheaper, faster inference improves the economics of an entire workflow. A routing decision can be inexpensive yet costly when it sends work to the wrong queue or triggers an inappropriate action. Watch accuracy on ambiguous cases, p95 latency at peak demand, fallback frequency and downstream rework. The customer examples use different workloads and comparison models; they cannot establish a common savings benchmark. The strongest deployment evidence would show sustained cost reductions alongside unchanged or improved service quality.

GreyRadius Insight

Before switching models, classify decisions by reversibility and the cost of error. Automate low-risk routing first; retain explicit approval for decisions that release funds, change customer entitlements or create binding commitments. Run the proposed service against a representative sample of historical decisions, including exceptions. Compare total cost per correctly completed workflow, covering inference, retries, review and recovery. Approve expansion only when the savings survive realistic error rates and peak-load conditions; use the results to set escalation thresholds and assign operational ownership. Identify whether saved time releases capacity or produces a measurable financial benefit.

IBM Expands AI Asset Discovery to Strengthen Enterprise Agent Governance

21 October 2026 | Global | Product enhancement announced

IBM announced expanded AI Asset Discovery capabilities within watsonx.governance, increasing visibility into AI assets distributed across enterprise cloud platforms and agent environments. The enhancement introduces discovery support for Google Cloud Gemini Enterprise Agent Platform and AWS Bedrock AgentCore, alongside existing support for environments including Azure AI Foundry, AWS Bedrock and IBM watsonx.orchestrate. The update also extends visibility into knowledge bases associated with agents, helping organisations identify not only the AI systems they operate but also the information sources those systems can access. IBM cited research suggesting that only 18% of surveyed organisations maintain an up-to-date AI inventory, highlighting an important governance challenge as enterprises expand agent deployment. A key limitation is that newly introduced automated handling capabilities initially apply to watsonx Orchestrate and IBM Bob, rather than every supported platform. The announcement establishes expanded product functionality but does not provide measured reductions in governance incidents or audit costs.

Sources: IBM

Strategic Watch

As agents spread across clouds, governance must connect each agent to the data it can access and the actions it can take. An inventory without those relationships can understate exposure: individually acceptable permissions may create a material risk when combined across tools. Watch discovery completeness, refresh frequency, shared credentials, orphaned agents and the time required to contain an incident. IBM’s broader discovery coverage should be assessed separately from its narrower automated handling capabilities. Visibility becomes operationally valuable when an identified issue reaches an accountable owner and is resolved.

GreyRadius Insight

Treat each production agent as an operational asset with a named business owner, approved purpose, permission boundary and retirement process. Reconcile discovery results with cloud accounts, application credentials and procurement records to test for blind spots. Prioritise agents that can move money, alter records or retrieve sensitive information. Recheck permissions whenever an agent gains a connector, model or knowledge source. Track the share of agents with verified owners, unresolved high-risk permissions and time to revoke access. Make the deployment gate depend on demonstrable control coverage, rather than the number of assets listed in a dashboard.

OpenAI and Google Cloud Announce Frontier Model Distribution Agreement

21 October 2026 | Global | Commercial partnership announced; general availability planned

OpenAI announced an agreement to distribute its frontier AI models and Codex workflows through Google Cloud Model Garden, creating another commercial route for enterprises to access OpenAI technology. Under the arrangement, eligible customers will be able to purchase access through Google Cloud Marketplace and apply existing Google Cloud spending commitments. The agreement is intended to combine OpenAI's models with Google Cloud infrastructure, enterprise access controls and governance capabilities. For organisations already operating substantial workloads on Google Cloud, the arrangement could reduce procurement friction and provide greater flexibility in allocating existing cloud commitments. However, general availability was planned for the weeks following the announcement. The partnership should therefore not be described as a generally available integrated service during 19–25 October. Microsoft remains OpenAI's primary cloud partner.

Sources: OpenAI | Reuters

Strategic Watch

Additional distribution could improve procurement flexibility while leaving substantial dependence on the same underlying model provider. Watch eligible models, launch dates, regional availability, service levels, quota policies and support responsibilities. Whether Marketplace purchases draw down existing commitments will depend on applicable terms; that benefit should be verified for each contract. Residency and governance must also be confirmed for the specific service. A new buying route may simplify purchasing, but it does not by itself establish workload portability or remove concentration risk.

GreyRadius Insight

Have finance and technology teams compare direct and cloud-channel procurement using the same workload, quality target and expected demand. Include negotiated discounts, commitment utilisation, support, integration and switching costs. If purchases use existing cloud commitments, test what spending they displace and whether they encourage additional lock-in at renewal. Preserve reusable evaluation datasets and workflow logic so a channel or model change can be assessed without rebuilding the business process. Until general availability and contractual eligibility are confirmed, treat the agreement as a sourcing option for planning, with no assumed implementation date or savings in the approved budget.

OpenAI Expands Enterprise Analytics, Usage Reporting and Workspace Security Controls

20–23 October 2026 | Global | Product updates and phased rollout

OpenAI introduced several updates to ChatGPT Enterprise and Edu administration, strengthening usage visibility, workspace management and user-level security controls. On 23 October, workspace analytics gained additional adoption and usage reporting capabilities, including workplace-health reporting and by-user usage exports. OpenAI also introduced a seven-day grace period for affected users required to migrate personal workspaces into enterprise environments associated with verified domains. On 20 October, the company introduced locked chats, allowing users to protect selected conversations through a four-digit PIN or supported device authentication. Locked chats were introduced through a gradual rollout and remain subject to applicable organisational retention and compliance requirements. These features improve administrative oversight but do not independently demonstrate higher employee productivity or better financial returns.

Strategic Watch

Better usage reporting can reveal adoption patterns, but it can also encourage the wrong incentives if activity becomes a performance target. High usage may reflect valuable delegation, repeated failed attempts or extensive correction. Watch whether administrators can relate usage to specific workflows, retained engagement and accepted outputs. Separately, test domain migration and locked-chat behaviour against identity, retention and compliance requirements. A conversation lock adds a user access control; it should not be interpreted as an exemption from organisational policies or a substitute for information classification.

GreyRadius Insight

Build a measurement chain from enabled users to recurring workflow use, accepted results and business outcomes. For each priority workflow, pair usage data with turnaround time, review effort and rework against a baseline. Use findings to distinguish training needs from poor workflow fit before expanding licences. Avoid ranking employees by prompt counts: it can reward activity without value and discourage honest reporting of failures. Give administrators and business owners a shared review cadence, define appropriate access to user-level exports, and communicate how the data will be used. Test workspace migration with a small affected group before wider enforcement.

Uber Expands ChatGPT Work from 1,000-Person Pilot to More Than 30,000 Employees

22 October 2026 | North America — United States | Company-wide rollout initiated

Uber announced the company-wide rollout of ChatGPT Work, expanding from an initial 1,000-employee pilot to planned availability for more than 30,000 employees across its global workforce. The platform supports multi-step knowledge-work activities, including research, meeting preparation, presentations, data analysis and cross-application workflow execution. ChatGPT Work connects with enterprise applications such as Google Drive, Gmail, Google Calendar and Slack, enabling employees to work across existing business systems. The deployment targets functions including operations, finance, marketing and product development. Uber is supporting adoption through an internal AI skills library, approved integrations and dedicated employee training. The expansion represents more than 30 times the original pilot population, although that figure describes intended access rather than active adoption. Neither Uber nor OpenAI disclosed independently verified productivity improvements, cost savings or realised financial returns. The companies indicated that additional adoption and outcome information would be shared as the rollout progresses.

Sources: OpenAI

Strategic Watch

Moving from a 1,000-person pilot to availability for more than 30,000 employees tests the organisation’s ability to distribute useful practices. Pilot participants may have stronger skills, motivation and support than later users. Watch recurring workflow use by function, onboarding support demand, integration failures and whether successful pilot tasks remain effective at scale. Report access, active adoption and verified value separately. Without outcome data, the rollout demonstrates executive commitment and potential reach; the evidence needed next is sustained performance across ordinary teams and operating conditions.

GreyRadius Insight

Structure broad rollout around a small catalogue of approved workflows, each with an owner, baseline, quality standard and escalation route. Compare early and later user groups to identify where benefits depend on expert users or intensive support. Reinvest verified time savings deliberately: specify whether teams will handle more cases, shorten response times or reduce external spending. Include training, integration, review and support in the business case. Link subsequent investment to sustained accepted output and a credible capacity plan. Where usage stalls, investigate workflow fit and access friction before assuming that more training or licences will solve the problem.

Accenture and Google Public Sector Establish Gemini Launchpads for Federal AI Agents

19 October 2026 | North America — United States | Deployment-enablement initiative announced

Accenture Federal Services and Google Public Sector announced Gemini launchpads intended to accelerate the development and deployment of purpose-built AI agents across US federal agencies. The initiative combines Google's Gemini technology with forward-deployed engineers working alongside government personnel to integrate AI agents with mission data and operational systems of record. Initial applications focus on enterprise functions such as human resources, finance and supply chain management. The initiative forms part of Accenture Federal Services' previously announced commitment to establish a 1,000-person forward-deployed engineering workforce. That commitment predates the reporting week and should not be counted as a newly announced investment. The launchpads are designed to address implementation challenges, including systems integration, workflow configuration and operational deployment. However, the announcement does not disclose named agency deployments, contract values, completed implementations or independently measured productivity gains.

Strategic Watch

The launchpads highlight a recurring implementation constraint: agents must operate within fragmented systems, permissions and approval chains. Embedded engineers can address that constraint, but heavy customisation may leave agencies dependent on scarce delivery teams. Watch time to the first operational workflow, reuse across implementations, security approvals, reliability and the handover to agency staff. The previously announced engineering workforce is an input; commercial and operational evidence will come from named deployments and sustained performance. No such completed implementations or measured gains were disclosed in the announcement.

GreyRadius Insight

Procure a working operating capability with explicit handover obligations. Define what must be delivered alongside the agent: integration documentation, evaluation cases, access controls, incident procedures and staff training. Tie milestones to successful execution of a bounded HR, finance or supply-chain workflow, including exception handling. Assign responsibility for model updates, connector failures and policy changes after launch. Assess cost per completed case with both implementation and ongoing support included. The investment is stronger when the agency can maintain the workflow and reuse components without requiring the original engineering team for every change.

ARIS Introduces Process Context for Enterprise AI to Improve Agent Reliability and Workflow Integration

20 October 2026 | Europe — Germany | Product announced; availability scheduled for 26 October 2026

Germany-based ARIS announced Process Context for Enterprise AI, a capability designed to help AI agents understand enterprise workflows, organisational responsibilities, systems, rules, risks and operational controls. The platform combines Object-Centric Process Mining (OCPM), Process Lens and Model Context Protocol (MCP) connectivity to provide structured operational context to enterprise AI applications. ARIS also published research conducted with The Hackett Group involving 200 respondents from large and multinational organisations. The findings indicate that 82% of respondents believe process context is necessary for deploying AI agents, while only 21% report comprehensive, real-time visibility into enterprise workflows. ARIS additionally reported that organisations using process-context tools were more than five times as likely to report measurable AI ROI. This is an observed survey association, not proof that the tools caused the reported returns. The research sample included organisations from North America (45%), Europe (34%) and other regions (21%). Approximately 80% represented organisations with revenue exceeding US$1 billion, while 60% came from organisations employing more than 10,000 people. Although the announcement occurred on 20 October, product availability was scheduled for 26 October, immediately after the reporting window.

Sources: ARIS

Strategic Watch

The 82% reporting a need for process context and the 21% reporting comprehensive real-time visibility point to a readiness concern, although they measure different things. Watch whether process tools capture actual exceptions and decision rights, rather than only documented standard procedures. Context can become stale when systems or policies change, so update ownership matters as much as initial coverage. The reported association with measurable ROI may also reflect broader organisational maturity. Evidence should isolate whether adding context improves task accuracy, intervention rates and end-to-end completion time.

GreyRadius Insight

Choose one valuable workflow and map the decisions an agent must make: required evidence, authorised actions, approvals and exceptions. Reconcile written procedures with operational records and interviews with the people doing the work. Where those sources disagree, resolve the process ambiguity before automating it. Compare the same agent with and without the added context on a fixed evaluation set, then test controlled live cases. Fund broader context infrastructure only when improved completion quality or lower review effort justifies its maintenance cost. Assign an owner to keep process rules and access rights current as operations change.

Deliverance AI and HPE Validate Private-Cloud Agentic AI Architecture for Regulated Enterprises

19 October 2026 | United Kingdom | Validated architecture; limited customer demonstration reported

Deliverance AI and HPE announced a validated joint solution combining Deliverance AI Agentic OS with HPE Private Cloud AI, targeting enterprises operating sensitive and regulated workflows. The architecture supports private-cloud, on-premises and air-gapped deployment environments, addressing requirements involving data sovereignty, controlled information access, auditability and human oversight. Its capabilities include multi-agent orchestration, model routing, quality evaluation, approval controls and audit mechanisms. The solution identifies four principal workflow categories: Respond, Produce, Review and Resolve. Deliverance AI also described a live engineering demonstration involving an unnamed UK mobile network operator. During the demonstration, agents reportedly answered a network investigation question in under five minutes, compared with the operator's estimate of up to three hours for equivalent manual work. This is a company-reported demonstration, not an independently validated productivity study. The announcement does not establish the exact date of the underlying demonstration or provide evidence of sustained production performance.

Strategic Watch

Private deployment can address hosting requirements, but operational safety still depends on permissions, model behaviour, audit trails and human oversight. Watch evidence of repeatable performance under representative data volumes and exceptions, alongside model-update procedures and support responsibilities. The under-five-minute investigation result is a demonstration against an estimated manual baseline; it does not establish service-wide productivity. Buyers should also assess utilisation: dedicated infrastructure can be expensive when demand is intermittent, even if individual tasks run quickly.

GreyRadius Insight

Start with the specific data or operational requirement that makes private deployment necessary, then compare eligible architectures on total cost and control effectiveness. Pilot a bounded workflow using representative sensitive data and realistic access restrictions. Measure answer quality, investigation time, expert verification effort and audit completeness across repeated cases. Require tests of unauthorised retrieval, failed actions and recovery procedures. Include compute utilisation, security operations, model upgrades and specialist support in the business case. Expand only when the solution meets the control requirement and improves cost per accepted result; keep final approval with accountable staff where errors carry material consequences.
